MINUTES OF RICHARDS CASTLE (SHROPSHIRE) PARISH COUNCIL ANNUAL MEETING HELD AT THE VILLAGE HALL AT 7.30 PM ON TUESDAY 10 MAY 2016
PRESENT Cllr. H Salwey (Chairman); Cllr. T Harrell; Cllr. A Wright; Cllr. B Allwright (Vice Chairman); and Cllr. C Giles.
IN ATTENDANCE Vivienne Parry, Shropshire Cllr., Ludlow South; and Richard Hewitt, Clerk. One member of the public was present.
16/15 Apologies – Cllr. A Cowell and Cllr. D Ayres.
16/16 Declarations of Members Interest and requests for Dispensation – None.
16/17 Election of Chairman – Cllr. H. Salwey was elected unanimously and signed the acceptance of office.
16/18 Election of Vice Chairman – Cllr. B Allwright was elected unanimously.
16/19 Appointment of representatives
a) Ludlow and Clee Hill Local Joint Committee – To be confirmed.
b) South Shropshire Association of Parish and Town Councils – Bruce Allwright and Tim Harrell (reserve).
16/20 To approve the Minutes of the previous meeting – Minutes of the meeting held on 5 April 2016 were approved and signed as a correct record. It was agreed to publish draft minutes in Castle News.
16/21 To invite views and discussion from members of the parish – A member of the public said there will be a re-dedication of the clock and members of the parish council will be invited to the service. The Lunch Club is now two years old and going well. Plans for the event to mark the 90th Birthday of Her Majesty the Queen are well under way for June 2016.
Shropshire Cllr. Parry said the 490 bus has been secured for the next year. More detailed monitoring of passenger numbers and movements should be available by Spring 2017. Ludlow Town Council is facing a number of difficult financial decisions as Shropshire Council has proposed handing on responsibility for a wide range of local services including the leisure centre, library and support for the Assembly Rooms.
16/22 Financial items
a) Annual Governance Statement and Accounting Statement 2015-16 – Approved.
b) Risk schedule – Approved.
c) Insurance renewal – The noticeboard attached to the village hall was added to the insurance schedule. The policy was then approved.
d) The following payments were approved: The Clerk, parish council laptop (£399.95); Came & Company, insurance policy (£273.75); K Adams, internal audit (£57.75); SALC, affiliation fee and subscription (£171.26); Lunch Club, donation (£84.00); and donation to event to mark the 90th Birthday of Her Majesty the Queen (£75.00).
16/23 Clerk’s Report – Ludlow Town Council has written to consult on the 490 bus service. The A2 size Millennium maps are expected to be received shortly.
16/24 Highway Items/ Amenity Items/ Footpath Items
a) Highways improvements, Park Lane: The Vice Chairman has kindly marked up a map to highlight where ‘localised improvements’ to build up worn verges would be most effective, and this has been sent to the responsible highways officer at Shropshire Council.
b) Blocked drain, Station Road: This will be reported to Shropshire Council.
There were no planning matters to consider.
16/26 New website – review proposed domain name and sub-domains – The meeting, after consulting with Richards Castle (Hereford) Parish Council, agreed to purchase the domain name ‘richardscastlepc.org.uk’ to host the shared website. Herefordshire and Shropshire parish councils will have their own sub domains, ‘shropshire.richardscastlepc.org.uk’ and ‘hereford.richardscastlepc.org.uk’.
16/27 Consider Regulation 14 public consultation on draft neighbourhood development plan for Orleton and Richards Castle – The parish council viewed the draft Neighbourhood Development Plan positively, and admired the work that has gone into preparing the document. The parish council would like to see an emphasis on ensuring footpaths and children’s play areas are considered as part of future developments.
16/28 Report from Representatives who have attended meetings of other Organisations on behalf of the Parish Council and County Councillor Report – Shropshire Cllr. Parry gave a report under 16/21 above.
16/29 Matters raised for next meeting – White lines and cat’s eyes.
16/30 Next Meeting – The next scheduled meeting of the parish council is at 7.30pm on Tuesday 19 July 2016. The joint Annual Parish meeting is scheduled for 7pm on Tuesday 24 May 2016.
