MINUTES OF RICHARDS CASTLE (SHROPSHIRE) PARISH COUNCIL MEETING HELD AT THE VILLAGE HALL AT 7.30 PM ON TUESDAY 30 JANUARY 2018

PRESENT Cllr. H Salwey (Chairman); Cllr. D Ayres (Vice Chairman); Cllr. A Cowell; Cllr. A Hall;
and Cllr. A Wright.

IN ATTENDANCE Shropshire Cllr. V Parry; and R Hewitt, Clerk. One member of the public was present.

17/87 Apologies – Cllr. C Giles.

17/88 Co-opt new member of the parish council – Postponed to the next meeting. A notice will be placed in Castle News to ask for expressions of interest in becoming a parish councillor.

17/89 Declarations of Members Interest and requests for Dispensation – Cllr. A Hall declared a disclosable pecuniary interest in 17/99 Notice of proposal to modify definitive map order (bridleway additions).

17/90 To approve the Minutes of the previous meeting – Minutes of the meeting held on 28 November 2017 were approved and signed as a correct record.

17/91 To invite views and discussion from members of the parish – There were no matters raised.

17/92 County Councillor Report – Shropshire Cllr. Parry said Severn Trent Water intends to close Overton Road as a result of planned works. The impact on the bus service is not known. There will be no maintenance grant in 2018-19, and the money will be used to repair potholes. Cllr. Parry kindly agreed to ask highways about the planned work to improve passing points on Park Lane. Although scheduled for December 2017, the work has yet to be done.

17/93 Planning (I)
18/00020/FUL Overton Grange Hotel, Overton Road, Ludlow, SY8 4AD – Change of use from C1 Use (Hotel) to C2 Use – For use as a residential special school for children with autism and learning disabilities (Dually registered as a childrens home and school) and minor alterations. The planning application was supported by the parish council.

17/94 Reports of noise and smell pollution from biodigester, Park Lane – The meeting noted that the contact details of the operator and Environment Agency have been made available to enable the timely reporting of concerns in the future. There have been no reports to the parish council since the last meeting in November 2017.

17/95 Report from Councillors who have attended meetings of other Organisations on behalf of the Parish Council – None.

17/96 Financial items
a) The following payments were approved: Richards Castle (Herefordshire) PC, 50 percent of cost of defibrillator battery/ pads (£112.24); and Village Hall, meetings (£60.00).
b) Precept, 2018-19 – The precept for 2018-19 will be £5,000.00, which is the same as the previous year.
c) Annual Return process for 2017-18 – The meeting noted the new external audit process which permits self certification for councils with less than £25,000.00 in either revenues or expenditure. Self certifying means there is no charge for an external audit. Fees will apply if the external auditor is contacted in respect of the published accounts.

17/97 Clerk’s Report – The minute book borrowed by Cllr. Hall was returned to the Clerk. Information provided on local bus services has been warmly received. The parish council response to the Place Plan review has been submitted to Shropshire Council.

17/98 Highway Items/ Amenity Items/ Footpath Items
a) Options to address speeding on the B4361 – The meeting agreed to ask Shropshire Council what options might be available.
b) To report Highway / Amenity and Footpath items – Highways will be asked when the work to improve passing points at Park Lane will be undertaken. It was scheduled to start on 1 December 2017 but work has yet to begin.

17/99 Planning (II)
(Cllr. Hall left the meeting.)

Notice of proposal to modify definitive map order (bridleway additions) – The new dates to make a representation with respect to the proposed modification were noted.

Update on Shropshire Council planning decisions/ enforcement – Planning permission has been granted re: 17/04188/FUL and 17/04189/LBC Moor Park School.

17/100 Consultation on Shropshire Council’s 2018-19 budget – It was agreed to submit a response to the consultation asking for a higher police presence, improved rural bus services and better land maintenance. Sponsored roundabouts could be used to help raise revenue.

17/101 General Data Protection Regulations – The parish council noted the General Data Protection Regulations will be introduced in May 2018. A review of IT used by the Clerk highlighted the following points:
• The parish council website is hosted on the HALC server;
• Windows 10 may need to be upgraded to enable the contents of the parish laptop to be encrypted;
• Software subscription to MS Office will provide business class email and software; and
• A Data Protection Officer will need to be appointed.

It was agreed to consider the matter again following further advice and training which is expected in the coming months.

17/102 Matters raised for next meeting – Passing points at Park Lane.

17/103 Next Meeting – The next meeting will be at 7.30pm on Tuesday 10 April 2018.
