MINUTES OF RICHARDS CASTLE (SHROPSHIRE) PARISH COUNCIL MEETING HELD AT THE VILLAGE HALL AT 7.30 PM ON TUESDAY 31 JANUARY 2017

PRESENT Cllr. H Salwey (Chairman); Cllr. D Ayres; Cllr. T Harrell; Cllr. B Allwright (Vice Chairman); Cllr. C Giles; and Cllr. A Cowell.

IN ATTENDANCE Richard Hewitt, Clerk. No members of the public were present.

16/84 Apologies – Cllr. A Wright.

16/85 Declarations of Members Interest and Requests for Dispensation – None.

16/86 To approve the Minutes of the previous meeting – Minutes of the meeting held on 6 December 2016 were approved and signed as a correct record.

16/87 To invite views and discussion from members of the parish – There were no members of the public present.

16/88 County Councillor Report – Shropshire Cllr. Parry said Ludlow Town Council’s precept is set to increase by 24 percent to pay for repairs to the roof of the Guild Hall and new Deputy Clerk. Cllr. Parry said she was the only Ludlow Town Council member to oppose the increased precept. A planning application on Wheatcommon Lane is is believed to fall within the parish of Ashford Bowdler. Enforcement is taking action against the erection of advertisement signs without planning permission at the former Little Chef site at Woofferton. A cherry tree will be planted at Ashford Bowdler primary school to mark Holocaust Memorial Day.

Cllr. Parry kindly agreed to ask Highways, Shropshire Council to confirm when the work to improve the passing points on Park Lane will be carried out.

16/89 Report from Councillors who have attended meetings of other Organisations on behalf of the Parish Council – There were no reports.

16/90 Financial items
a) The following payments were approved: Hitrees, footpath maintenance (£60.00); Village Hall, donation re: Jubilee Room project (£350.00); and Village Hall, meetings April 2016-February 2017 (£65.00).
b) It was agreed to sign a mandate to allow the parish council bank account to be viewed online. The mandate does not allow payments to be made online.

16/91 Clerk’s Report – Hanway Common has been registered with the Pageantmaster for the WWI Beacons of Light event on 11 November 2018. The registration states that the event is restricted to residents and businesses in the parishes of Richards Castle. The date of the Election Briefing organised by SALC has changed to 17 February 2017. The next Town and Parish Council Forum meeting has changed and will be on 27 February 2017. The precept requirement form 2017-18 has been submitted to Shropshire Council (£5,000). A VAT reclaim for 2015-16 has been submitted to HMRC (£152.00).

16/92 Highway Items/ Amenity Items/ Footpath Items
It was noted that Shropshire Cllr. Parry has kindly said she will ask Highways about the agreed work to improve the passing points on Park Lane.

16/93 Planning
16/05759/FUL Mile End, Overton Road, Ludlow, SY8 4AA – Formation of vehicular access, turning area and parking spaces. The parish council had no objection to the proposed plans.

16/94 Option to manage amenity land – The deadline of 31 March 2017 to express an interest in taking on responsibility from Shropshire Council for management of amenity land in the parish was noted. There is believed to be no amenity land run by Shropshire Council in the parish.

16/95 Local Plan partial review – Issues and strategic options consultation – Noted. The Vice Chairman kindly agreed to attend the South Shropshire Area Committee on 2 February 2017, which will be looking at the Local Plan Review.

16/96 Shropshire Bus Strategy 2017-21 – public consultation – It was agreed that councillors will complete the survey on an individual basis. Having considered the recent review of service provision report by the 490 Supporters Group, the parish council agreed to contact Herefordshire Council to reiterate how important the 490 service is for residents in Richards Castle.

16/97 ‘Big Conversation’ survey 2016-17 – It was agreed that councillors will complete the survey on an individual basis.

16/98 Matters raised for next meeting – Overgrown footpath by Station Road, Wooferton.

16/99 Next Meeting – The next meeting of the parish council is at 7.30pm on Tuesday 4 April 2017.
