MINUTES OF RICHARDS CASTLE (SHROPSHIRE) PARISH COUNCIL MEETING HELD AT THE VILLAGE HALL AT 7.30 PM ON TUESDAY 4 APRIL 2017

PRESENT Cllr. H Salwey (Chairman); Cllr. D Ayres; Cllr. T Harral; Cllr. B Allwright (Vice Chairman); Cllr. C Giles; and Cllr. A Wright.

IN ATTENDANCE Shropshire Cllr. V Parry; and R Hewitt, Clerk. Two members of the public were present.

17/1 Apologies – Cllr. A Cowell.

17/2 Declarations of Members Interest and requests for Dispensation – None.

17/3 To approve the Minutes of the previous meeting – Minutes of the meeting held on 31 January 2017 were approved and signed as a correct record. The Clerk reported an inaccuracy in the minutes of 6 December 2016 which were duly amended to record the attendance of two members of the public.

17/4 To invite views and discussion from members of the parish – A member of the public asked why Shropshire Council is using the lay-by/ pull-in on Wheatcommon Lane to dump road sweepings.

17/5 County Councillor Report – Shropshire Cllr. Parry said residents on Park Lane have expressed concern at the noise, dust and disruption coming from the biodigester, and also from tractors using Park Lane to access the chicken farm. The parish council agreed to contact the chicken farm and biodigester to request that work is scheduled within regular hours as much as possible in order to minimise the disruption to neighbours. Shropshire Cllr. Parry said highways is looking at the highways improvements agreed for Park Lane; however there is no date scheduled for the work to be done. Water run-off from a local field is likely to cause potholes on the adjacent road. The Chairman said the water company is resolving this. Volunteer groups in Ludlow are having a shared barbecue on 6 July 2017.

17/6 Planning
17/01150/LBC, Woodcroft Farm, Richards Castle, SY8 4EB – Re-furbishment of existing dwelling internal and externally; erection of front porch; installation of conservation rooflight and timber windows to rear affecting a Grade II Listed Building. Comment: The parish council agreed to support the planning application.

Update on Shropshire Council planning decisions/ enforcement – Planning permission has been granted re: 16/05759/FUL Mile End.

17/7 Consultation on proposed 50 mph speed limit at A49, Woofferton – The parish council is pleased that there will be a speed limit on the A49 at Woofferton, but would like to see the speed limit extended further to the south so that it includes the two turnings to the village of Brimfield. It is felt that this will make the A49 safer for vehicles leaving and joining the trunk road at Brimfield.

17/8 Highway Items/ Amenity Items/ Footpath Items
a) Highways improvements, Park Lane – Shropshire Cllr. Parry’s update was noted (see 17/5).
b) Overgrown footpath adjacent to Buildbase, Station Road, Woofferton – A quotation of £300.00 was agreed to clear the footpath. Cllr Wright kindly agreed to brief the contractor and check their public liability insurance is in place.
c) To report Highway / Amenity and Footpath items – Pothole on footpath at the A49 end of Park Lane.

17/9 Report from Councillors who have attended meetings of other Organisations on behalf of the Parish Council
The Vice Chairman reported on the February meeting of the South Shropshire Area Committee on the Partial Review of the Local Plan. By 2027 the government has set a guideline of 27,500 new homes in Shropshire. There are already 15,000 delivered or committed. The dwellings will be in rural as well as urban areas that are designated as community hubs or clusters. The parish council agreed to look at the implications of being a community cluster at the next meeting.

17/10 Financial items
The following payments were approved: SALC, elections briefing (£22.00); SALC, affiliation fee (£162.21); Eyelid Productions, annual website support 2017-18 (£100.00); Clerk, wages January-March 2017 (£323.36); HMRC, PAYE to 5 April 2017 (£80.80); and the Clerk, expenses, September 2016-March 2017 (£146.16).

17/11 Clerk’s Report – The Herefordshire Cabinet Member with responsibility for bus services has congratulated the parish council on being “forward thinking and community minded” with regard to support for the 490 bus service. The Elections Briefing facilitated by SALC was helpful, and highlighted several key dates which were subsequently communicated to councillors. This is the final scheduled meeting of the parish council before the election on 4 May 2017.

17/12 Economic Growth Strategy consultation – The parish council was in general agreement with the priority actions highlighted in the strategy.

17/13 Schedule of meetings, 2017-18 – The dates of meetings to April 2018 were agreed. The Joint Annual Parish Meeting will be on Monday 22 May 2017, followed by the Annual Meeting on the same evening. Parish council meetings in 2017 are scheduled for: Tuesday 11 July; Tuesday 19 September; and Tuesday 28 November. In 2018, meetings are scheduled for: Tuesday 30 January 2018; and Tuesday 10 April 2018.

17/15 Next Meeting – The Joint Annual Parish Meeting with Richards Castle Herefordshire Parish is at 7pm on Monday 22 May 2017, and will be followed by the Annual Meeting of the parish council on the same evening.
