Minutes – 13 July 2021


PRESENT: Cllr. H Salwey (Chairman); Cllr. D Ayres (Vice Chairman); Cllr. V Hawkins; Cllr. A Hall; Cllr. A Wright; and Cllr. R Smith.

IN ATTENDANCE: Ward Cllr. V Parry and Mr R Hewitt, Clerk. There were three (3) members of the public present.

21/36 Apologies – Cllr. A Cowell.

21/37 Co-opt one new member to the parish council
Ms V Hawkins was co-opted to the parish council. Cllr. Hawkins signed the declaration of acceptance of office and joined the meeting.

21/38 Declarations of Members Interest and Written Requests for Dispensation – None.

21/39 To approve the Minutes of the previous meetings – The minutes of the meetings held on 26 May and 29 June 2021 were approved as a correct record.

21/40 Ward Councillor Report
Ward Cllr. Parry reported that the sink hole on the B4361 has now been secured and a new, replacement vehicle activated sign (VAS) is planned for Policeman’s Corner. Cllr. Parry asked the parish council to consider requesting a VAS for Station Road, and kindly offered to introduce the Clerk to a nearby parish which has recently purchased a grant supported VAS. It was agreed to consider the matter at the next meeting.

Highways England have been in contact with Cllr. Ayres to discuss a roundabout at the Salwey Arms.

21/41 To invite views and discussion from members of the parish
Two members of the public spoke about their forthcoming planning application for retrospective permission and invited members of the parish council to a site meeting.

21/42 Clerk’s Report
The annual return 2020-21 has been posted on the parish council website and noticeboard, and the certificate of exemption submitted to the external auditors. SALC have requested input on topics for committee meetings to look at in the coming months.

21/43 Planning
21/02910/FUL, The Old Timber Yard, Station Road, Woofferton, SY8 4AW. Application under Section 73a of the Town and Country Planning Act 1990 for the erection of a steel frame building for Class B2 use (retrospective). The parish council had no objection to the planning application provided points made by Shropshire Council consultees are addressed – for example that a Flood Risk Assessment Statement should be submitted for approval prior to the Approval Decision being issued.

21/02080/FUL and 21/02081/LBC, 17 Overton, SY8 4DY. Erection of single storey extension to replace conservatory and detached double garage to replace shed with storage above with 12no solar panel array to roof affecting a grade II listed building. The proposed plans were supported.

Shropshire Council has granted planning permission for 21/01886 Mitnell Villa.

21/44 Financial items
a) Receipts – Payment of the 2021-22 environmental maintenance grant (£750.00) by Shropshire Council was noted.
b) Outstanding payments – None.

21/45 Platinum Jubilee of Her Majesty the Queen
It was agreed to participate in the Queen’s Platinum Jubilee Beacons on 2 June 2022 by lighting a beacon on Hanway Common with the kind permission of the landowner. The planting of trees as part of the Queen’s Green Canopy will be considered at the next meeting.

21/46 Highway Items/ Amenity Items/ Footpath Items
a) Application for speed indicator by village hall: Traffic engineering, Shropshire Council, have been contacted to ask for the support of the highway authority for a vehicle activated sign on the B4361 on the approach to the village hall.
b) Environmental maintenance programme of work: The parish council’s contractor will be asked to maintain and tidy the pavement on the B4361 from the village hall to the county boundary.
c) To report Highway / Amenity and Footpath items: A sink hole on the B4361 and vegetation on the highway mirror at Policeman’s Corner have been reported to the highway authority but remain outstanding defects.

21/47 Local Policing Community Charter
It was agreed that the top policing priority in the parish should be speeding. The proposed ‘contact contract’ as set out by the Safer Neighbourhood Team was supported.

21/48 Police and Crime Commissioner Town and Parish Council Survey
The survey was completed.

21/49 Matters raised for next meeting – None.

21/50 Next Meeting – The next scheduled meeting of the parish council is at 7.30pm on Tuesday 21 September 2021.

The meeting closed at 8.40 pm.
