Minutes – 21 April 2022

22/1 Apologies – Cllr. D Ayres (Vice Chairman), Cllr. A Cowell and Cllr. A Wright.

22/2 Declarations of Members Interest and Written Requests for Dispensation – None.

22/3 Ward Councillor Report
Apologies from Ward Cllr. V Parry were noted.

22/4 Biodigester
Members of the parish council who attended the site meeting provided a verbal report. The parish council will write to the operator and thank them for their commitment to planned traffic arrangements for access to and from the site.

22/5 To invite views and discussion from members of the parish
There were no members of the public present.

22/6 Planning
22/01426/FUL Ched Barn, Mitnell Lane, Richards Castle, SY8 4EJ. Application under Section 73A of the Town and Country Planning Act 1995 for the retrospective erection of covered verandah with boot room, construction of open-air swimming pool with pump shed and the erection of summer house with terracing. The parish council agreed that appropriate consideration should be given to:
1. External lighting appropriate to the rural location on an elevated position in open countryside;
2. Appropriate screening, preferably using a native, natural hedge rather than the yew as proposed. Also, the proposed hedge needs to be maintained at a higher level than 30-60 centimetres to fit with the hedges in the surrounding rural landscape; and
3. Appropriate drainage which does not adversely affect existing arrangements and is water neutral in terms of surface water run off.

22/01450/FUL Mile End, Overton Road, Ludlow, SY8 4AA. Erection of two storey extension to existing ancillary accommodation and detached garage. The proposed plans were supported.
22/00401/FUL (Re-consultation due to Amendment on application) Hope Cottage, Batchcott, Richards Castle. Erection of two storey double garage with workshop/store. Based on the amended plans the meeting agreed to support the planning application.

22/7 The Queen’s Platinum Jubilee
Chair of the Platinum Jubilee volunteers, Cllr. V Hawkins kindly provided a report on plans for the Big Lunch on 5 June 2022. Risk assessments for the Big Lunch event and Beacon event at Hanway Common were noted.

The parish council agreed to request that the parish council’s insurers extend cover for the events. The risk assessments will be used as the basis of the request for insurance cover.

Information requested by Natural Environment, Shropshire Council to plant Green Canopy trees on a highway verge was noted. It was agreed to discuss the planting of trees at the joint annual parish meeting on 19 May 2022.

22/8 Financial items
The following payments were agreed: Eyelid Productions Ltd. website maintenance 2022-23 (£100.00) and Ludlow in Bloom, tub and flowers donation (£110.00).

22/9 Highway Items/ Amenity Items/ Footpath Items
It was agreed to request that the environmental maintenance contractor undertake work to tidy the pavement opposite the village hall.

22/10 Clerk’s report
Shropshire Council has paid the 2022-23 precept (£4,500) and provided a credit of £306.12 (2021 Neighbourhood Fund). SALC is awaiting a response from Shropshire Council on granting delegated powers to install vehicle activated signs. Posts on the verge of the A456 at the county boundary have been re-reported to the highway authority. Two members of the coffee morning organisers have been invited to the Lord Lieutenant’s Garden Party on 8 June 2022. A request for information on housing need was noted. Maverick Race are holding a trail running event on Saturday 16 July 2022. An online policing charter meeting is scheduled for 25 April 2022. West Mercia Police have highlighted their ‘We don’t buy crime’ crime prevention initiative.

22/11 Matters raised for next meeting – None.

22/12 Next Meeting – The annual meeting will be at 7.30pm on Tuesday 24 May 2022 at the village hall.
