Minutes – 25 January 2022

21/67 Apologies – Cllr. A Cowell.

21/68 Declarations of Members Interest and Written Requests for Dispensation – None.

21/69 To approve the Minutes of the previous meeting – The minutes of the meeting held on 8 September 2021 were approved as a correct record.

21/70 Ward Councillor Report
Ward Cllr. Parry reported on local roads, including Park Lane, Station Road and B4361 by Moor Park, and parking on the B4361 by Overton Service Station.

21/71 To invite views and discussion from members of the parish
There were no members of the public present.

21/72 Biodigester
A verbal report from the Clerk was noted. The parish council agreed to accept the invitation from the biodigester operator to meet on-site on the morning of 21 February 2022.

21/73 Clerk’s Report
There will be an online meeting on 25 April 2022 to discuss the local policing charter. Cllr. V Hawkins expressed an interest in attending the meeting. Shropshire Council is to close two of five highway depots to “improve the council’s highways maintenance service”. A request for financial support for victims of crime was noted. Defects have been reported to the highway authority: posts in verge on A456 by the county boundary; broken manhole cover on B4361 by Moor Park.

21/74 Planning
22/00167/PMBPA Barn At Woodcroft Farm, Richards Castle, SY8 4EB. Application for prior approval under Part 3, Class Q of the Town and Country Planning (General Permitted Development) (England) Order 2015 for the change of use from agricultural to form one dwelling. The parish council would like to see more consideration given to sustainable design, possibly including solar panels and heating via an air source pump.

21/05976/FUL and 21/05977/LBC 16 Overton, Ludlow, SY8 4DY. Erection of extension to the rear of the property incorporating a garden room and utility/toilet. The planning application and application for listed building consent were supported.

Shropshire Council have granted planning permission for 21/04282 Inglenook. Planning enforcement matters were noted.

21/75 Report from Councillors who have attended meetings of other Organisations on behalf of the Parish Council
Cllr. V Hawkins reported on SALC course, ‘Be a better councillor’, and suggested the parish council schedule meetings for the coming year.

21/76 Financial items
a) The following payments were agreed: Richards Castle Village Hall (£20.00); Hitrees Ltd., environmental maintenance (£192.00); SALC, ‘Be a better councillor’ training (£75.00); and Clerk, new battery for the community defibrillator (£342.00).
b) Mid-year accounts 2021-22 and precept 2022-23: The finances of the parish council for 2021-22 to date were reviewed and noted. Discussion of the draft budget and precept for 2022-23 followed. It was agreed to allocate funding for a VAS device and Platinum Jubilee celebrations from reserves. The budget for 2022-23 was agreed and the precept set at £4,500.00.
c) Effectiveness of internal financial controls: Systems of internal control were reviewed, and it was agreed they are effective in safeguarding public money and resources.

21/77 The Queen’s Platinum Jubilee
As minuted on 13 July 2021 (21/45) the parish council has agreed to participate in the Queen’s Platinum Jubilee Beacons on 2 June 2022 by lighting a beacon on Hanway Common with the kind permission of the landowner. The parish council’s insurers will need to be advised of the event. There will be a meeting of volunteers in February 2022, and it was agreed to wait on the outcome of this meeting before finalising the arrangements for celebrating the Platinum Jubilee.

Planting of up to seven trees to participate in the Queen’s Green Canopy was considered. There are limited options as the parish council has no land, and it was agreed to defer this matter to the next meeting.

21/78 Highway Items/ Amenity Items/ Footpath Items
a) Vehicle activated signs – It was noted that the highway authority has indicated support in principle for the installation of a vehicle activated sign (VAS) on the B4361 by the village hall but has yet to schedule a site meeting to agree a suitable location.
b) Environmental maintenance programme – Maintenance of footpaths/ pavements alongside the B4361 will be scheduled for the end of March 2022. According to SALC the scheme will operate again in 2022-23.
c) Highway / Amenity and Footpath items – No defects or other items were reported.

21/79 Shropshire Council Budget consultation 2022/2023
The budget consultation was noted. The parish council feels that there should be more equitable per head expenditure as the major initiatives do not appear to include the south of the county.

21/80 Local Policing Community Charter
A report on the operation of the charter by West Mercia Police was noted. The parish council agreed to request more speed enforcement and to retain the three priorities for the next period.

21/81 Local Cycling and Walking Infrastructure plan – Noted.

21/82 SALC training schedule – Noted.

21/83 Matters raised for next meeting – Proposal to request greater weight is given to sustainability by the planning authority.

21/84 Next Meeting – A schedule of meetings for 2022-23 was agreed and will be posted on the parish council website. The next meeting will be at 7.30pm on Tuesday 1 March 2022 at the village hall.
