MINUTES OF RICHARDS CASTLE (SHROPSHIRE) PARISH COUNCIL MEETING HELD AT THE VILLAGE HALL AT 7.30 PM ON TUESDAY 6 DECEMBER 2016

16/64 Apologies – Cllr. A Cowell.
16/65 Declarations of Members Interest and requests for Dispensation – None.
16/66 To approve the Minutes of the previous meeting – Minutes of the meeting held on 13 September 2016 were approved and signed as a correct record.
16/67 To invite views and discussion from members of the parish – There were two members of the public present.
16/68 County Councillor Report – There was no report.
16/69 Report from Councillors who have attended meetings of other Organisations on behalf of the Parish Council – There were no reports.
16/70 Financial items
a) The following payments were approved: Boy Thorne Garden Services, churchyard maintenance (£137.00); the Clerk, wages, October-December 2016 (£323.36); HALC, website hosting fee (£24.00); HMRC, PAYE for period to 5 January 2017 (£80.80); and PCC, All Saints, Memorials Trust grant for clock renovation (£2,470.00).
b) Request to support Jubilee Room project – It was agreed to donate £350.00 towards the cost of the acoustics project.
c) Review accounts and consider the proposed precept for 2017-18 – The parish council agreed the 2017-18 budget and set the precept for 2017-18 at £5,000.00. The increase in the precept will pay for maintenance of footpaths and pavements (£750.00), which was previously provided as a grant from Shropshire Council.
16/71 Clerk’s Report – The next parish council election will be on 4 May 2017. Councillors are able to request the Register of Electors from the Elections Office, Shropshire Council. A notice to encourage members of the public to consider standing in the election has been submitted to Castle News. An election information evening is being held at Shirehall in February 2017. The parish council agreed that the Clerk can attend.
The Sustainability and Transformation Plan for Shropshire Telford and Wrekin has been ‘launched’, and sets out how “health and care services will need to change over the next five years in order to meet the changing needs of local people”. The plan is expected to be out for consultation next year.
16/72 Highway Items/ Amenity Items/ Footpath Items
Highways, Shropshire Council has yet to confirm when the work to improve the passing points on Park Lane will be carried out. Given the time of year, it is unlikely to be before spring 2017. A request has been made to Highways England to widen the splay at the junction of Park Lane with the A49 at Woofferton to improve the safety of vehicles using the Park Lane junction.
16/05306/FUL School Cottage, Richards Castle, SY8 4EQ – Erection of detached garage with home office at first floor. The parish council had no objection to the proposed plans.
16/74 WWI Beacons of Light on 11 November 2018 – The parish council agreed to participate in the WWI Beacons of Light event. The event will be at Hanway Common, and will be restricted to residents and businesses located in the parishes of Richards Castle.
16/75 Consultation on initial proposals for new parliamentary boundaries – Noted.
16/76 BT consultation on proposed closure of telephone kiosks in Shropshire – According to the consultation, there have been no calls from the telephone kiosk in the last 12 months. The parish council agreed not to object to its proposed removal.
16/77 Community Fibre Partnership with BT – A decision was postponed pending the outcome of the latest roll-out of fast broadband, which will be known by March/ April 2017.
16/78 Affordable housing – The option to develop small-scale schemes of 3-5 houses in rural areas was noted.
16/79 Defibrillator and cabinet – The meeting agreed an additional defibrillator is not required.
16/80 Regulation 16 consultation on Orleton and Richards Castle (Hereford) Neighbourhood Development Plan – Noted.
16/81 Shropshire Open Space Needs Assessment – The parish council completed the questionnaire.
16/82 Matters raised for next meeting – None.
16/83 Next Meeting – The next meeting of the parish council is at 7.30pm on Tuesday 31 January 2017.
