MINUTES OF RICHARDS CASTLE (SHROPSHIRE) PARISH COUNCIL MEETING HELD AT 7.30PM ON TUESDAY 1 MARCH 2022 AT THE VILLAGE HALL

PRESENT: Cllr. H Salwey (Chairman); Cllr. D Ayres (Vice Chairman); Cllr. V Hawkins; Cllr. A Hall; and Cllr. R Smith.

IN ATTENDANCE: Mr R Hewitt, Clerk. No members of the public were present.

21/85 Apologies – Cllr. A Cowell and Cllr. A Wright.

21/86 Declarations of Members Interest and Written Requests for Dispensation – None.

21/87 To approve the Minutes of the previous meeting – The minutes of the meeting held on 25 January 2022 were approved as a correct record.

21/88 Ward Councillor Report
Apologies from Ward Cllr. Parry were noted. The parish council agreed to wish Cllr. Parry well.

21/89 To invite views and discussion from members of the parish
There were no members of the public present.

21/90 Biodigester
The postponement of the site meeting to 11 April 2022 was noted. It was agreed to request an earlier site meeting.

21/91 Planning
22/00401/FUL Hope Cottage, Batchcott, Richards Castle, SY8 4EB – Erection of two storey double garage with workshop/store. Richards Castle PC supported the comments made by Shropshire Council Conservation, namely that the proposed garage is too substantial for the scale of the existing cottage, and the proposed location will mean it shall appear overly dominant to the existing cottage. For these reasons, the parish council objected to the planning application.

21/92 Report from Councillors who have attended meetings of other Organisations on behalf of the Parish Council – None.

21/93 Financial items
The following payments were agreed: Clerk, wages January-March 2022 (£421.69) and HMRC, PAYE to 5 April 2022 (£105.20).

21/94 The Queen’s Platinum Jubilee
Cllr. V Hawkins reported as chair of a group of volunteers on plans for the Platinum Jubilee celebrations. There are several venues being considered for the ‘Big Lunch’ on 5 June 2022, including at Moor Park School. The group is looking at the purchase of Platinum Jubilee mugs and may sell tickets for the event. The parish council thanked Cllr. Hawkins. It was agreed to plant trees in the parish in the autumn to mark the Platinum Jubilee. The Chairman and Cllr. Hall are kindly organising the Beacon event on Hanway Common on 2 June 2022.

21/95 Highway Items/ Amenity Items/ Footpath Items
a) Woofferton Station Road footpaths: It was agreed to clear the pavement of weeds and debris. The environmental maintenance contractor will be asked to undertake the work.
b) Environmental maintenance programme: The environmental maintenance contractor will be asked to maintain the pavement from the village hall to the county boundary.
c) Highway / Amenity and Footpath items: The litter pick organised by the WI in March 2022 was noted.

21/96 Sustainability in planning decisions
The meeting resolved to ask Shropshire Council to give greater weight to sustainability when making planning decisions.

21/97 Ludlow in Bloom
It was agreed to support Ludlow in Bloom in 2022 by making a £110.00 donation (using s137).

21/98 Matters raised for next meeting (no discussion) – None.

21/99 Next Meeting – The annual meeting will be at 7.30 pm on Tuesday 24 May 2022 at the village hall.

The meeting closed at 8.27 pm.
