Minutes – 11 July 2017

17/34 Apologies – Cllr. C Giles and Cllr. A Cowell.

17/35 Declarations of Members Interest and requests for Dispensation – Cllr. A Hall declared a disclosable pecuniary interest in # 10 with regard to the planning inspectorate letter re: Bridleway Additions, Modification Order 2015. Cllr. D Ayres declared a disclosable pecuniary interest in planning application 17/02907/FUL, Woofferton Court Farm.

17/36 To approve the Minutes of the previous meeting – Minutes of the annual meeting held on 22 May 2017 were approved and signed as a correct record.

17/37 To invite views and discussion from members of the parish – There were no matters raised.

17/38 County Councillor Report – Shropshire Cllr. Parry sent her apologies. In response to questions raised by Cllr. Parry by email, the Clerk reported that the biodigester compliance officer has acknowledged problems with odour. They believe the cause has been pinpointed and are waiting on custom built equipment from Germany to address this. The compliance officer has agreed to the request for a site meeting.

The parish council asked that Shropshire Cllr. Parry is made aware of the response from the operator of the biodigester on Park Lane, and that the chicken farm owner is asked whether there were traffic movements on the days reported at the annual meeting on 22 May 2017. Cllr. Ayres kindly agreed to contact a member of the public with regard to a water supply problem highlighted by the Shropshire Councillor.

17/39 Report from Councillors who have attended meetings of other Organisations on behalf of the Parish Council – Cllr. Hall provided a short report on the planning briefing and fundamentals for councillors events attended with Cllr. Giles. The slides from the planning briefing are available for members to review. The Clerk said Cllr. Giles attended the Town and Parish Council Forum meeting on 27 June 2017, and has provided a written report on the meeting.

17/40 Financial items
The following payments were approved: HALC, website hosting fee (£24.00); SALC, planning from a local council perspective (£130.00); Clerk, wages April-June 2017 (£326.61); and HMRC, PAYE Q1, 2017-18 (£81.60).

17/41 Clerk’s Report – The 2016-17 annual return has been submitted to the external auditor and posted on the noticeboard and website. Shropshire Council has been made aware of the report of arisings on Wheatcommon Lane. A meeting of the Ludlow and Clee Hill Local Joint Committee has been scheduled for 14 September 2017. Highways England has agreed to retain the northbound lay-by by Starbucks on the A49. An enquiry from BBC Hereford & Worcester about the Soap Box Derby was passed to the Chairman.

17/42 Highway Items/ Amenity Items/ Footpath Items
a) Highways improvements, Park Lane – It was agreed to contact Mr Philip Dunne MP to request support in obtaining a date from Shropshire Council for the start of the agreed works on Park Lane.
b) To report Highway / Amenity and Footpath items – It was agreed to ask about the outcome of the recent consultation on the proposed 50mph speed limit on the A49 at Woofferton, and whether the proposed plans have altered based on the comments made through the consultation. The highways mirror at Policeman’s Corner, which has become obscured by the hedge, will be reported to highways, Shropshire Council.

17/43 Planning

17/02907/FUL, Woofferton Court Farm, Ashford Bowdler, SY8 4AL – Erection of agricultural storage building. Comment: The parish council agreed to support the planning application.

A letter from the Planning Inspectorate inviting the parish council to attend the local inquiry on 29 November 2017 re: Bridleway Additions, Modification Order 2015 was considered. The meeting agreed to take no action on the letter.

Update on Shropshire Council planning decisions/ enforcement – Planning permission has been granted re: 16/04111/ADV Little Chef. The meeting agreed to ask planning to check the scale of the building re: 16/02937/FUL School Cottage, and to look at an additional access point reported on Mitnell Lane.

17/44 Good neighbour scheme – The parish council agreed to publicise information on the scheme in Castle News.

17/45 West Mercia Fire Governance consultation – Noted.

17/46 SALC meeting with local MPs – It was agreed to raise the following concerns: improvement of mobile reception to eliminate more ‘not spots’ and provide a universal service; sustain bus services, and take an integrated approach with neighbouring counties where a bus route crosses the county line; and maintain the road network at an appropriate level to present a positive image of the county for business and tourism.

17/47 Broadband – The parish council noted Connecting Shropshire is to invest £11.2 million to connect more homes to a fast broadband service. More details are expected, but indicative availability can be checked by going to the website of the company which will be delivering the new contract, Airband Community Internet Ltd. The parish council also asked to be kept informed on a proposed project to improve broadband speeds at Woofferton highlighted at a recent Fastershire briefing.
