Minutes of Richards Castle (Shropshire) Parish Council Meeting Held at the Village Hall at 8.30 Pm on Monday 14 September 2015
PRESENT Cllr. H Salwey (Chairman); Cllr. A Cowell; Cllr. T Harrel; Cllr. A Wright; Cllr. D Ayres; and Cllr. B Allwright (Vice Chairman).
IN ATTENDANCE Vivienne Parry, Shropshire Cllr., Ludlow South; and Richard Hewitt, Clerk. Three members of the public present.
15/36 Apologies – None.
15/37 Declarations of Members Interest and requests for Dispensation – None.
15/38 To approve the Minutes of the previous meeting – Minutes of the meeting held on 1 July 2015, and extraordinary meeting held on 27 July 2015 were approved and signed as a correct record.
15/39 To Co-opt one new member – The Clerk reported there were were two expressions of interest in being co-opted to the parish council. The parish council voted, and a majority were in favour of co-opting Mr Chris Giles. Mr Giles has informed the Clerk that he will join the parish council at the next meeting on 1 December 2015.
15/40 To invite views and discussion from members of the parish – A member of the public asked about comments made by the parish council on recent planning applications.
15/41 Financial items
- a) The following payments were approved: Clerk, wages, May-August 2015 (£358.48); HMRC, PAYE for period to 5 October 2015 (£89.40); AVG Internet Security subscription (£39.99); and Hitrees, trimming, spraying and sweeping (£360.00).
15/42 Chairman’s Items not of a Policy or Financial nature – There were no matters raised.
15/43 Clerk’s Report – Meeting at HSBC Bank held to complete new mandate form. Signatories are Cllrs: Salwey, Ayres, Cowell and Wright. Richards Castle (Herefordshire) Parish Council will facilitate the repair of minor footbridges on footpaths RC1 and RC2. Shropshire Council has undertaken to look at what can be done to move the advisory HGV sign at Wyson, but it cannot be within the ‘trunk road boundary’. The blocked drain under the B4362 at Woofferton that was reported at the last meeting has been cleared.
15/44 Highway Items/ Amenity Items/ Footpath Items
- a) 490 Bus Service: The meeting agreed to write to Shropshire Council in support of maintaining the current service from Orleton to Ludlow after April 2016.
- b) The Chairman will ask the garage located on the B4361 towards the A49 to try and avoid parking on the opposite footpath. Leaning tree on footpath behind Moor Park needs to be cut back. The Chairman will approach the landowner.
15/03134/VAR Ludlow Touring Park, Overton Road, Ludlow, SY8 4AD – Variation of Condition 2, 3, 4 and 5 of planning permission 11/00635/FUL Provision of a 137 pitch touring caravan park and associated development. The meeting agreed to oppose the application on the following grounds: concern about the increased sewage and drainage requirements of fixed, static caravans located close to the river; the size and scale of the proposed static units relative to the touring caravans; and the likelihood of people occupying the static units for longer periods of time which will change the character of the site adversely.
Based on the information presented in the application, the parish council believes the original reason for the variations, to protect the character of the landscape in accordance with policy CS6 of the Shropshire Council Core Strategy should be upheld and the application refused.
15/46 Policing in West Mercia – The parish council completed the Police and Crime Commissioner’s survey.
15/47 Report from Representatives who have attended meetings of other Organisations on behalf of the Parish Council and County Councillor Report – Shropshire Cllr. Parry said there may be an application for an affordable house on Wheatcommon Lane.
15/48 Matters raised for next meeting – There were no matters raised.
15/49 Next Meeting – The next meeting of the parish council is at 7.30pm on Tuesday 1 December 2015.
