Minutes – 15 September 2020


PRESENT: Cllr. H Salwey (Chairman); Cllr. D Ayres (Vice Chairman); Cllr. C Giles; and Cllr. R Smith.

IN ATTENDANCE: Ward Cllr. V Parry; Mr R Hewitt, Clerk. There were no members of the public present.

20/40 Apologies – Cllr. A Cowell and Cllr. A Hall.

20/41 Declarations of Members Interest and Written Requests for Dispensation – None.

20/42 Minutes of the previous meetings – Minutes of the meetings held on 21 July and 25 August were approved as a correct record.

20/43 Ward Councillor Report – Ward Cllr. Parry reported that highways have been asked to provide piping to improve the long standing drainage problem on Station Road, Woofferton, to clear the drains on the B4361 by Moor Park and to re-do white lining on the roads. Highways have looked at Mitnell Lane. Cllr. Parry reported a problem with a ditch and hedge and the Chairman kindly agreed to look into the matter. Funding has been made available to help businesses connect to a fast broadband service. Cllr. Parry asked whether members had noticed a smell recently from the biodigester.

20/44 To invite views and discussion from members of the parish – There were no matters raised.

20/45 Clerk’s Report
Highways have confirmed that the proposal to reduce the speed limit along the B4361 from Ludford is on their “list of possible future minor works”. The external auditors have sent a late submission letter in error as the certificate of exemption has been sent by the deadline of 31 August 2020.

20/46 Planning
There were no Shropshire Council planning decisions to report.

20/47 Report from Councillors who have attended meetings of other Organisations on behalf of the Parish Council – None.

20/48 Financial items
a) The following payments were agreed: The Clerk, wages July-September 2020 (£421.49), and HMRC, PAYE to 5 October 2020 (£208.00).
b) Direct debit payment to ICO for annual data protection fee (£35.00) was noted.

20/49 Highway Items/ Amenity Items/ Footpath Items
Concern was expressed at the current condition of roads in the parish. There are horrendous potholes and drainage issues that need to be fixed by the highway authority. It was noted that defect reports now can only be made via the county council’s call centre or online reporting system.

20/50 Consultation on Shropshire Council’s new draft Housing Strategy – Noted.

20/51 Consultation on draft Shropshire Local Plan – Noted.

20/52 Consultation on Shropshire Fire and Rescue draft Integrated Risk Management Plan (IRMP) 2021-25 – Members will consider an individual response.

20/53 Police and Crime Commissioner’s parish council survey on policing – Survey completed and submitted online during the meeting.

20/54 Planning consultations highlighted by NALC
i) Changes to the current planning system – Noted.
ii) Planning for the future – the planning white paper – Noted.
iii) Transparency and competition: a call for evidence on data on land control – Noted.
