MINUTES OF RICHARDS CASTLE (SHROPSHIRE) PARISH COUNCIL EXTRAORDINARY MEETING HELD ONLINE AT 7.30 PM ON TUESDAY 16 MARCH 2021
PRESENT: Cllr. H Salwey (Chairman); Cllr. D Ayres (Vice Chairman); Cllr. C Giles; Cllr. A Hall; Cllr. R Smith; and Cllr. A Wright.
IN ATTENDANCE: Ward Cllr. V Parry; Mr R Hewitt, Clerk. There were no members of the public present.

20/93 Declarations of Members Interest and Written Requests for Dispensation – Cllr. D
Ayres declared a non-disclosable pecuniary interest in planning application 21/00678/FUL
20/94 To invite views and discussion from members of the parish – There were no matters
20/95 Ward Cllr. Report – Ward Cllr. Parry said there is now a brand new drain installed by
Moor Park gate on the B4361. A site meeting is due to happen shortly at the Salwey Arms to
meet the new Highways England officer responsible for the A49 in south Shropshire and
raise the need for a roundabout at the junction. Rubbish and litter on the side of the A49 will
be raised at the meeting with Highways England as well. Overton road towards the A49 may
soon have a new no parking zone.
Ward Cllr. Parry kindly agreed to invite highways to a socially distanced site meeting on
Station Road, Woofferton, to pinpoint the location of a covered drain by the new service
station. Cllr. Wright kindly agreed to show highways the location of the drain.
21/00678/FUL Twyford House, Woofferton, SY8 4AR. Conversion and extension of
existing outbuilding into ancillary use. Due to the non-pecuniary interest declared under
20/93 Cllr. Ayres agreed not to take part in the discussion/ vote on whether or not to support
the application. The planning application was supported.
Update on planning decisions by Shropshire Council: Technical details consent has been
granted for 19/02958 Proposed residential development, Land to north of Richards Castle;
Planning permission has been granted for 20/04305 Outbuilding at Hanway Lodge; Variation
of condition has been granted for 20/04942 2 Batchcott; Consent to display advertisements
has been granted for 20/04226 Woofferton Wharf Service Station.
The following payments were agreed: SALC, affiliation and subscription 2020-21 (£179.23); Hitrees, environmental maintenance (£1,896.00); Clerk, office/ administrative costs, 2019-20 (£213.67); Clerk, office/ administrative costs, 2020-21 (£230.52; Clerk, wages January-March 2021 (£421.49) and HMRC, PAYE to 5 April 2021 (£105.40). An overspend of £367.00 on environmental maintenance to 31 March 2021 was noted.
20/98 Highway Items/ Amenity Items/ Footpath Items
Large potholes on Station Road have been reported to Shropshire Council. Park Lane was
reported to be in extremely poor condition. This will be raised with highways by Ward Cllr.
Parry and reported by the parish council.
20/99 Parish Council Election, May 2021
The nomination process was outlined by the Clerk. Nomination packs will be posted to all
sitting members. Additional nomination packs are available on request. The deadline for
submission of nomination papers is 4pm on 8 April 2021.
20/100 Next Meeting – The next scheduled online meeting will be at 7.30pm on Tuesday 27
The meeting closed at 8.17pm.
