MINUTES OF RICHARDS CASTLE (SHROPSHIRE) PARISH COUNCIL MEETING HELD ONLINE AT 7.30 PM ON TUESDAY 19 JANUARY 2021
PRESENT: Cllr. H Salwey (Chairman); Cllr. A Cowell; Cllr. A Hall; Cllr. C Giles; and Cllr. R Smith.
IN ATTENDANCE: Ward Cllr. V Parry; Mr R Hewitt, Clerk. There were no members of the public present.
20/77 Apologies – Cllr. D Ayres (Vice Chairman) and Cllr. A Wright.
20/78 Declarations of Members Interest and Written Requests for Dispensation – None.
20/79 Minutes of the previous meeting – Minutes of the meeting held on 17 November 2020 were approved as a correct record.
20/80 Ward Councillor Report – Ward Cllr. Parry reported on a site visit by highways, Shropshire Council to find a drain by the new petrol station at Woofferton. Drains affecting the B4361 by the entrance to Moor Park have been cleared but have not been renewed as reported previously. Ward Cllr. Parry kindly agreed to bring potholes on Park Lane, Wheatcommon Lane and Station Road to the attention of Shropshire Council.
20/81 To invite views and discussion from members of the parish – There were no matters raised.
20/82 Clerk’s Report
Elections for a new parish council are due in May 2021. SALC is providing elections engagement training in early March 2021. A blocked gully on Station Road has been reported to Shropshire Council. Free infrastructure support is being offered by Shropshire Council to local groups/ organisations that work with young people.
20/04942/VAR 2 Batchcott, Richards Castle, SY8 4EB. Variation of Condition 2 (approved plans and drawings) of application 19/01539/FUL Erection of a replacement dwelling, detached garage and replacement shed to provide domestic storage and ground source heat pump. The parish council had no objection to the proposed variation of Condition 2 and supported the panning application.
A potential planning breach reported to the meeting will be raised with planning enforcement, Shropshire Council.
20/84 Report from Councillors who have attended meetings of other Organisations on behalf of the Parish Council – None.
20/85 Financial items
a) Outstanding payments: None.
b) The finances of the parish council for 2020-21 to date were reviewed. Discussion of the draft budget 2021-22 followed. The budget for 2021-22 was agreed and the precept set at £4,500.00.
c) Systems of internal control were reviewed, and it was agreed they are effective in safeguarding public money and resources.
20/86 Potential community uses for All Saints Church
The Chairman said All Saints is likely to become a festival church. It was agreed that consideration may need to be given to safeguarding the War Memorial Clock. The initiative of the PCC to identify new uses (and funding) for the building was supported.
20/87 Environmental Maintenance Grant 2021-22
Spend to date on environmental maintenance was reviewed. The parish council’s contractor will be asked to undertake maintenance of footpaths/ pavements in preparation for the spring. It was agreed to apply for an environmental maintenance grant of £750.00 for 2021-22. The grant is paid on a match funding basis.
20/88 Highway Items/ Amenity Items/ Footpath Items
The Clerk said potholes have been highlighted as requiring repair in five different locations across both Richards Castle parishes based on reports by the Chairman. A landowner has been asked to cut back an overgrown hedge for reasons of highway safety. Shropshire Council has been made aware of PROW defects on 0553/25/5 by Manor House.
