Minutes 19 July 2016

16/38 Declarations of Members Interest and requests for Dispensation – None.

16/39 Appointment to Ludlow and Clee Hill Local Joint Committee – Tim Harrell.

16/40 To approve the Minutes of the previous meeting – Minutes of the annual meeting held on 10 May 2016, and extraordinary meeting held on 13 June 2016 were approved and signed as a correct record.

16/41 To invite views and discussion from members of the parish – There were no members of the public present.

Shropshire Cllr. Parry reported that it is not possible to close Ludford Bridge to heavy goods vehicles. The police and highways have promised to improve signage in the event of future bridge closures. Century Garden has been completed and is well worth a visit. Shropshire Council has extended the deadline to enable town and parish councils to consider whether to take on or contribute to local services such as the library/ museum, and leisure centre in Ludlow. As part of the new financial constraints, parking and using public toilets in Ludlow will incur a charge.

16/42 Financial items
The following payments were approved: The Clerk, wages, April-June 2016 (£323.36); and HMRC, PAYE for period to 5 July 2016 (£80.80).

16/43 Clerk’s Report – In response to an enquiry from Ludlow Town Council, the Town Clerk has been emailed to confirm the importance of the 490 bus service and that the parish council has provided a financial contribution to the service for 2016-17. The Clerk attended a website training session on 14 June 2016. Councillors and the public are urged to subscribe to the new website for updates. The Vice Chairman kindly agreed to publish a poster to raise awareness of the new website in the next edition of Castle News. Following questions on the status of the fast broadband roll-out in the parish, Connecting Shropshire provided an article to give more details on the timings. The article has been submitted to Castle News for publication.

16/44 Highway Items/ Amenity Items/ Footpath Items
a) Consider quotation to maintain footway opposite the village hall: the meeting agreed the quotation from Hitrees for maintenance of the footpath from the telephone box to the village hall.
b) Review condition of white lines and cat’s eyes: the meeting agreed to request the cat’s eyes are repaired and white lines painted on the B4361 from the village hall to Moor Park School.
c) Highway / Amenity and Footpath items: The Clerk reported that the landowner will remove and spray the docks growing on private land adjacent to the highway at Wooferton. A report of blocked gullies on the A49 has been passed to Highways England.

16/45 Planning
There were no planning matters to consider.

16/46 Model standing orders – The parish council agreed unanimously to adopt the draft NALC model standing orders distributed to members before the meeting without amendment.

16/47 Report from Representatives who have attended meetings of other Organisations on behalf of the Parish Council and County Councillor Report – Shropshire Cllr. Parry gave a report under 16/40 above.

16/48 Matters raised for next meeting – None.

16/49 Next Meeting – The next meeting of the parish council is at 7.30pm on Tuesday 13 September 2016.
