Minutes – 21 July 2020


PRESENT: Cllr. H Salwey (Chairman); Cllr. A Cowell; Cllr. C Giles; Cllr. A Hall; and Cllr. R Smith.

IN ATTENDANCE: Ward Cllr. V Parry; Mr R Hewitt, Clerk. There were no members of the public present.

20/20 Apologies – Cllr. D Ayres (Vice Chairman).

It was noted that the minutes show Mr A Wright last attended in November 2019, and that the Local Government Act 1972 states when a Council Member does not attend any meeting for six consecutive months from the date of the last attendance, they cease to be a councillor. Despite the Covid 19 situation the six-month rule still applies.

20/21 Declarations of Members Interest and Written Requests for Dispensation – None.

20/22 Minutes of the previous meeting – Minutes of the meeting held on 14 May 2020 were approved as a correct record.

20/23 Ward Councillor Report – Ward Cllr. Parry said Overton Road (B4361) is to be resurfaced in stages and is likely to be closed for one day for the work to be done. Cllr. R Smith confirmed that the most serious potholes on Park Lane have been repaired. Ward Cllr. Parry kindly offered to request that highways look at adding a small pipe to fix a long-standing drainage problem on Station Road. Other matters discussed included an overgrown hedge on Wheatcommon Lane. A new supermarket will be built at Rocks Green.

20/24 To invite views and discussion from members of the parish – There were no matters raised.

20/25 Clerk’s Report
Shropshire Fire and Rescue is consulting on their integrated risk management plan 2021-25. A 30mph speed limit has been requested for the B4361 from the county boundary towards the village hall. An extension to the deadline for submission of the annual return 2019-20 has been requested from the external auditor. A planning consultant has written to offer their expertise including helping to frame comments on planning applications.

20/26 Planning
Shropshire Council has granted planning permission for 20/01482/FUL Leighs Field Cottage.

20/27 Report from Councillors who have attended meetings of other Organisations on behalf of the Parish Council – None.

20/28 Financial items
a) The following payments were agreed: Hitrees, environmental maintenance (£90.00); Eyelid Productions, accessibility upgrade to website (£50.00); Clerk, wages April-June 2020 (£410.25); and HMRC, PAYE to 5 July 2020 (£102.60).

b) The following payments made under delegated powers were ratified: AVG, internet security subscription 2020-21 (£56.69); and Zoom, standard pro subscription (shared cost with other parish councils).

20/29 Highway Items/ Amenity Items/ Footpath Items
An overgrown hedge on Wheatcommon Lane needs to be cut back as a matter of urgency. The environmental maintenance contractor will tidy the pavement from the county boundary to the village hall, including the spraying of weeds. The grids on drains on the B4361 past the entrance to Moor Park need to be fixed by highways so that they take surface water.

20/30 Matters raised for next meeting – None.

20/31 Next Meeting – Due to the Covid 19 situation it was agreed not to set a date for the next meeting and leave the decision on when to call the next meeting to the Chairman.
