MINUTES OF RICHARDS CASTLE (SHROPSHIRE) PARISH COUNCIL MEETING HELD AT THE VILLAGE HALL AT 7.30 PM ON TUESDAY 26 NOVEMBER 2019

PRESENT: Cllr. H Salwey (Chairman); Cllr. D Ayres (Vice Chairman); Cllr. A Cowell; Cllr. R Smith; Cllr. C Giles; Cllr. A Hall; and Cllr. A Wright.

IN ATTENDANCE: Ward Cllr. V Parry; Mr R Hewitt, Clerk. There was one (1) member of the public present.

19/69 Apologies – None.

19/70 Declarations of Members Interest and Written Requests for Dispensation – None.

19/71 Minutes of the previous meeting – Minutes of the meeting held on 17 September 2019 were approved and signed as a correct record.

19/72 Ward Councillor Report – Cllr. Parry said Shropshire Council is looking for more involvement from parish councils to help guide the rural plan and strategy for the county. Town councils are being asked to take on responsibility for play areas and youth services. The planning application for a petrol station at Woofferton (18/02935/FUL) has been given planning permission.

19/73 To invite views and discussion from members of the parish – A member of the public told the parish council about a public meeting held the previous week on the speed of traffic on Overton Road. A mini roundabout and/ or change in priority was proposed for the junction at Policeman’s Corner. There is to be a follow up meeting with Shropshire Council in the new year.

The parish council agreed to place the request for Overton Road to be re-assessed for a 40mph speed limit on the next agenda, and the Chairman and Clerk said they would like to attend the follow up meeting with Shropshire Council if possible.

19/74 Planning
Shropshire Council has granted planning permission for 19/03669 and 19/03670 Woodcroft Farm, 19/03620 and 19/03621 Woodcroft Farm and 18/02935 Woofferton Wharf.

19/75 Report from Councillors who have attended meetings of other Organisations on behalf of the Parish Council – None.

19/76 Financial items
The following payments were agreed: Boy Thorne Garden Services, short and long grass maintenance (£70.00); Richards Castle Good Neighbour Scheme, donation (£250.00); Clerk, wages October-December 2019 (£410.25); and HMRC, PAYE Q3, 2019-20 (£102.60).

19/77 Highway Items/ Amenity Items/ Footpath Items
a) Environmental maintenance: Shropshire Council has paid a £557.50 environmental maintenance grant for 2019-20 (£750 less the overpayment made from last year). To date £86.00 has been spent on environmental maintenance in the parish. It was agreed to commission Hitrees to undertake maintenance of the footways (pavements) in the parish, including from the county boundary to the village hall, Overton to Policeman’s Corner, and from Policeman’s Corner towards the garage on Overton Road.
b) It was agreed to make an application to Shropshire Council for a £750 environmental maintenance grant in 2020-21. With match funding from the parish council, this will mean a budget of £1,500 for environmental maintenance in 2020-21.
c) Highway / Amenity and Footpath items: Shropshire Council will be asked to place dropped kerbs on the pavement by the cottage at Policeman’s Corner. The extensive mud on the road at Park Lane will be reported, and a request made for it to be cleaned up.

19/78 ‘Nation’s Toast to the Heroes of WW 2’
The parish council agreed to participate in the ‘Nation’s Toast to the Heroes of WW 2’ as part of the nationwide ‘Ringing Out for Peace’ on the 8th May 2020 – VE Day.

19/79 Clerk’s Report
West Mercia Police has been invited to attend a meeting of the parish council and signposted to the schedule of meetings on the website. NALC has thanked the parish council for responding to the 5g consultation. The Pensions Regulator will require a re-enrolment declaration on workplace pensions in 2020.

19/80 Matters raised for next meeting – None.

19/81 Next Meeting – The next scheduled meeting will be on Tuesday 30 January 2020.
