Minutes – 27 April 2021


PRESENT: Cllr. H Salwey (Chairman); Cllr. D Ayres (Vice Chairman); Cllr. A Hall; Cllr. C Giles; and Cllr. R Smith.

IN ATTENDANCE: Ward Cllr. V Parry; Mr R Hewitt, Clerk. There were no members of the public present.

21/1 Apologies – Cllr. A Cowell and Cllr. A Wright.

21/2 Declarations of Members Interest and Written Requests for Dispensation – None.

21/3 Minutes of the previous meeting – Minutes of the meetings held on 19 January and 16 March 2021 were approved as a correct record.

21/4 Ward Councillor Report – Ward Cllr. Parry reported that litter on the verges of the A49 is to be cleared. A fridge dumped on a lane in the parish has been reported to the county council.

Ward Cllr. Parry’s proposal to support litter pickers was supported, and waste management, Shropshire Council will be asked to collect bin bags from an agreed location. Highways now know the location of the covered drain by the new petrol station on Station Road, Woofferton. A drain by the new church is to be dug out properly. The condition of Park Lane has been raised with the chief executive of the county council.

21/5 To invite views and discussion from members of the parish – There were no matters raised.

21/6 Clerk’s Report
A report on Environmental Maintenance activity undertaken in 200-21 has been submitted to Shropshire Council. An application for an Environmental Maintenance grant of £750.00 has been completed. There has been no acknowledgement from Shropshire Council to date. Five members of the parish council have been elected uncontested, which means that two new members can be co-opted at the first meeting of the new parish council. The first meeting must be held between 11-26 May 2021.

21/7 Planning
Shropshire Council have granted planning permission for 21/00678 Twyford House and 20/04305 Outbuilding at Hanway Lodge. A potential planning breach raised with planning enforcement, Shropshire Council has been resolved: There is Prior Approval in place for the Erection of a replacement barn (19/05477/AGR).

21/8 Report from Councillors who have attended meetings of other Organisations on behalf of the Parish Council – None.

21/9 Financial items
a) The 2021-22 precept (£4,500.00) has been received from Shropshire Council.
b) The following payments were agreed: Eyelid Productions Ltd., annual website support (£100.00); and Came & Company, annual insurance premium 2021-22 (£347.05).

21/10 Highway Items/ Amenity Items/ Footpath Items
Highway matters raised under 21/4 Ward Cllr’s report were noted. Ward Cllr. Parry said a drainage grid located above the entrance to Moor Park school, which currently stands proud of the B4361, is to be fixed. The water authority has been asked to put right defects.

21/11 Parish Council meetings
In the absence of new primary legislation, meetings in person will be required to conduct parish council business from 7 May 2021. The main hall allows more scope for socially distanced public meetings to be held. A risk schedule for in person meetings was noted. The annual meeting will be held outside the village hall. Meetings are expected to be held in the main hall of the village hall after 21 June 2021 but this will be dependent on government guidance and regulations in place at the time.

21/13 Next Meeting – The annual meeting will be at 7.30pm on Wednesday 26 May 2021.
