MINUTES OF RICHARDS CASTLE (SHROPSHIRE) PARISH COUNCIL MEETING HELD AT THE VILLAGE HALL AT 7.30 PM ON TUESDAY 27 NOVEMBER 2018

PRESENT: Cllr. H Salwey (Chairman); Cllr. D Ayres (Vice Chairman); Cllr. A Cowell; Cllr. C Giles; Cllr. A Hall; and Cllr. R Smith.

IN ATTENDANCE: Shropshire Cllr. V Parry; and R Hewitt, Clerk. There were no members of the public present.

18/74 Apologies – Cllr. A Wright.

18/75 Declarations of Members Interest and Written Requests for Dispensation – None.

18/76 Minutes of the previous meetings – Minutes of the meetings held on 18 September and 5 October 2018 were approved and signed as a correct record.

18/77 Reports of noise and smell pollution from biodigester, Park Lane – The parish council will ask the Environment Agency to confirm that the matters raised in their compliance report have been resolved.

18/78 County Councillor Report – Shropshire Cllr. Parry’s report was noted. There may be a new supermarket off the A49 by Ludlow. Shropshire Council is to reduce the number of parish liaison officers. The Ludlow and Clee Hill Joint Committee is to look at establishing a national park.

18/79 Environmental Maintenance Grant – The grant application to provide support for minor highways maintenance in the parish was agreed and will be submitted to Shropshire Council.

18/80 To invite views and discussion from members of the parish – There were no members of the public present.

18/81 Planning
Shropshire Council has granted planning permission in principle for 18/04076/PIP Land to north of Richards Castle. Planning permission has been granted for 18/03152/PMBPA Agricultural building at Barns Farm; 18/03140/FUL School Cottage; and 18/03153/FUL Rose House.

18/82 Report from Councillors who have attended meetings of other Organisations on behalf of the Parish Council – The Vice Chairman reported on a meeting with Highways England held to discuss ongoing safety issues along the A49. Highways England said they will re-consider replacing the Salwey Arms junction with a roundabout and will organise a minibus to identify concerns or defects on the A49 between Ludlow and Leominster.

18/83 Financial items
a) The following payments were agreed: Hitrees, maintenance of pavement opposite the village hall (£279.00); Boy Thorne Garden Services, short and long grass maintenance (£137.00); The Clerk, expenses April-November 2018 (£138.47); The Clerk, wages October-December 2018 (£332.96); HMRC, PAYE Q3, 2018-19 (£83.40).
b) Good Neighbour Scheme: A £250.00 donation was agreed to support a good neighbour scheme for Richards Castle.

18/84 Highway Items/ Amenity Items/ Footpath Items
a) Speeding on B4361: proposed variable speed limit on Overton Road, and petition to Shropshire Council – Postponed until proposed variable speed limit is available.
b) To report Highway / Amenity and Footpath items – Highways, Shrophire Council is to review a scheme to improve the junction of Park Lane and A49. Highways has said the two potholes on Park Lane on the approach to the junction with the A49 are the responsibility of Highways England as ‘carriageway responsibility’ extends approximately 12 metres up Park Lane. Subsequently, the two potholes have been reported to Highways England. A broken gully on Station Road, Woofferton has been reported to Shropshire Council.

18/85 Clerk’s Report – There is a Brimfield Brook Natural Flood Management meeting at the end of November 2018. The Information Commissioner’s Office has received £35.00 by direct debit for data registration. The Forestry Commission is consulting on their Mortimer Forest Plan – the notification was received too late to be included on the agenda. It was agreed to request that the duration of the consultation on the plan is extended so that it can be considered by the parish council on 29 January 2019. Came & Co confirmed insurance cover for the WW1 Beacons of Light event on Hanway Common held on 11 November 2018. Meetings of Ludlow and Clee Hill Joint Committee and HALC southern area committee will be held shortly, Members are invited to attend both committee meetings.
