MINUTES OF RICHARDS CASTLE (SHROPSHIRE) PARISH COUNCIL MEETING HELD AT THE VILLAGE HALL AT 7.30 PM ON TUESDAY 9 APRIL 2019

PRESENT: Cllr. H Salwey (Chairman); Cllr. D Ayres (Vice Chairman); Cllr. C Giles; Cllr. A Hall; and Cllr. R Smith.

IN ATTENDANCE: Shropshire Cllr. V Parry; and R Hewitt, Clerk. There were no members of the public present.

19/1 Apologies – Cllrs. A Cowell and A Wright.

19/2 Declarations of Members Interest and Written Requests for Dispensation – None.

19/3 Minutes of the previous meetings – Minutes of the meetings held on 29 January and 26 March 2019 were approved and signed as a correct record.

19/4 Reports of noise and smell pollution from biodigester, Park Lane – The meeting noted the Environment Agency has confirmed that the matters raised in their recent compliance report have been resolved. It was agreed to take no further action.

19/5 County Councillor Report – SALC is reviewing the recent Place Plan meeting with the cabinet member for communities. There is a new SALC training programme. Shropshire Council is consulting on a proposed reduction of subsidies for bus services. Ludlow Town Council is consulting with retailers on the impact of the new £1.80 per hour parking charge in the town centre. The cost of parking in the library car park however has been reduced slightly. There will be a meeting with Shropshire Council to review the practice of placing netting on hedges by developers. Funding is in place for two lifts at Ludlow Station, and Cllr. Parry thanked Mr P Dunne MP for his support.

19/6 To invite views and discussion from members of the parish – There were no members of the public present.

19/7 Planning
Shropshire Council has granted planning permission for 19/00492 Virginia Cottage and 19/00561 Overton Coach House.

19/8 Report from Councillors who have attended meetings of other Organisations on behalf of the Parish Council – The Chairman and Cllr. Hall gave a short report on a Ludlow Area Place Plan meeting attended on 21 March 2019.

19/9 Financial items
The following payments were agreed: Clerk, expenses Dec. 2018-March 2019 (£77.06); SALC, membership/ affiliation 2019-20 (£163.78); and Eyelid Productions Ltd, annual website support (£100.00).

19/10 Highway Items/ Amenity Items/ Footpath Items
A blocked gully by the Travelodge entrance on Station Road, Woofferton has been reported to Shropshire Council. A report of chickens on the highway has been referred to the appropriate parish council. Although potholes have been marked up for repair on the B4361 (Overton Road) the repairs are still outstanding. The road by the entrance to Moor Park is in poor condition and will be reported to Shropshire Council.

19/11 Housing needs survey – The parish council decided not to request a housing survey for the time being.

19/12 Consultation on proposed reduction of local bus service subsidies – Noted.

19/13 Consultation on proposed changes to travel assistance for SEND Nursery and Post 16 students – Noted.

19/14 SALC training programme 2019 – Noted.

19/15 schedule of meetings, May 2019-March 2020 – The schedule of meetings was agreed.

19/16 Clerk’s Report – The precept request agreed in January (£4,500) has been submitted to Shropshire Council. The annual return 2018-19 will be prepared and reviewed by the internal auditor prior to the annual meeting in May 2019. The Clerk attended a network meeting organised by SALC in February 2019.

19/17 Matters raised for next meeting – None.

19/18 Next Meeting – The next scheduled meeting will be on Tuesday 28 May 2019.
