MINUTES OF RICHARDS CASTLE (SHROP) PARISH COUNCIL EXTRAORDINARY MEETING HELD AT THE VILLAGE HALL AT 7.30 PM ON MONDAY 13 JUNE 2016

16/31 Apologies – Cllr. A Cowell.
16/32 Declarations of Members Interest and requests for Dispensation – The Vice Chairman declared a disclosable pecuniary interest in planning application 16/02243/FUL Proposed Dwelling adjacent Mitnell Villa.[The Vice Chairman left the meeting.]
16/33 To invite views and discussion from members of the parish – A member of the public asked that the parish council take into account a potential access problem on Mitnell Lane when considering planning application 16/02243/FUL Proposed Dwelling adjacent Mitnell Villa.
16/34 Planning: 16/02243/FUL Proposed Dwelling adjacent Mitnell Villa, Mitnell Lane, Richards Castle – Erection of affordable dwelling and ancillary garage. The meeting agreed to support the application and to make the following comment: Richards Castle Parish Council supports the local family’s planning application to build an affordable house. It has been brought to the parish council’s attention that should the landowner at the end of Mitnell Lane not grant access to large lorries there may be a potential access problem.[The Vice Chairman rejoined the meeting.]
16/35 Financial items – The following payments were approved: The Clerk, AVG Internet Security subscription for PC laptop (£33.99); and Eyelid Productions Ltd, parish council website (£500.00).
16/36 Highway Items/ Amenity Items/ Footpath Items
a) Maintenance of pavements by village hall and from Overton to Policeman’s Corner: The parish council agreed to request a quotation from Hitrees to clear the pavement opposite the village hall at Richards Castle. It should include sparaying of weeds and generally making sure the footway is clear and presentable. The quotation will be reviewed at the next meeting.
b) Highways improvements, Park Lane: The meeting agreed the proposed work by Shropshire Council to improve the passing places on Park Lane.
c) Blocked drain, Station Road, Woofferton: The Clerk said that the defect has been reported to Shropshire Council, and an email received stating that Station Road will be visited by the gully emptier. Cllr. Wright has requested that he meets the gully emptier as the drain remains blocked, and this request has been made to Shropshire Council’s local highways officer.
In addition, a drain cover on Station Road, which dislodges when driven over, has been reported to Shropshire Council’s local highways officer. The parish council agreed to request that docks growing on private land adjacent to the highway are removed by the landowner. A report of blocked gullies on the A49 will be passed to Highways England.
